Senate should return to work out tax-cut compromise

Written by
U.S. Rep. Scott DesJarlais

As a freshman member of Congress who has never before held public office, I find the partisan gridlock that occurs in Congress to be incredibly frustrating. Far too often, it seems that politics trumps what is good for the American people.

With this sort of approach, Congress’s low approval rating is understandable. While Republicans and Democrats will never agree on every issue, preserving a middle-class tax cut during a time of economic uncertainty would seem to be an easy place for bipartisan compromise. Unfortunately, political posturing is now threatening to sink an idea that Republican and Democratic members of Congress and the president all agree on.

Last week, the House passed a responsible, bipartisan bill that would extend the payroll tax reduction for a year; extend and reform unemployment insurance; place a two-year freeze on a nearly 30 percent cut to doctors providing health care to Medicare patients; and advance measures that will boost private-sector job creation. These are many of the same yearlong proposals that President Obama called for as part of his jobs plan. Further, 90 percent of these initiatives are paid for with policies that the president has endorsed in some form.

Unfortunately, the Senate has chosen to play politics and pass a two-month extension of these proposals that will only complicate the payroll process for small businesses and do little to provide certainty for American workers.

The National Payroll Reporting Consortium, a group of nonpartisan tax experts, stated in a letter that the Senate’s short-term bill creates an “insufficient lead time” that would lead to “substantial problems, confusion, and costs affecting a significant percentage of U.S. employers and employees.” The National Federation of Independent Business issued a statement claiming, “The two-month payroll tax holiday would present a number of complications and costs that would disproportionately affect small businesses.” Associated General Contractors, representing more than 5 million workers in the construction industry, claimed that, “Any economic benefit derived from the law would likely be eaten up by the inefficiency and confusion surrounding the bill’s implementation.”

Clearly, a short-term Band-aid is not in the best interest of our struggling economy. I find it unacceptable to sweep this problem under the rug for two months only to have this same debate all over again. We can do better.

While I do support House Republicans’ common-sense legislation, I understand that a difference of opinions exists. For this reason, I joined my House colleagues in voting to send this legislation to a conference committee, a process outlined in the Constitution, so that the two chambers can negotiate our differences and produce a bill that provides meaningful solutions to improve our economy.

But to reach that compromise, we need the cooperation of Senate Democrats. So far, Majority Leader Harry Reid has stated that he will not appoint conferees or reconvene the Senate from its holiday break. We have two weeks to find a solution and send a bill to the president for his signature. That cannot take place if the other side won’t even come to the negotiating table.

As a doctor, I took an oath to do no harm. Unfortunately, no such oath exists when it comes to a 60-day extension of the payroll tax reduction. While I have been consistent in my support for allowing people to keep more of their hard-earned money, a temporary extension is nothing more than typical Washington politics. The president has stated that providing Americans with anything less than a full year of tax relief would be inexcusable, and I agree.
